This is a bugfixing release of librelp.

– bugfix: Ignoring return status when handling syslog frames now.
Otherwise valid messages in the frame buffer will get lost when the
remote connection is closed during meantime.
– build bugfix: GnuTLS header was required even if TLS was turned off
